House Bill 4260 submits all legal terms for any other draft law to the Texas state legislature.
Its stated goal-to protect unborn children around the world-is a hot topic for American politicians.
But after reading three pages, it turns out that Democratic Congressman Jessica Farah of the Texas House has an unusual view of this: masturbating anywhere, except in approved medical institutions, fined men $100.

Her bill ridiculed the ideas with the procedures that men who required vasectomy, Viagra prescription or colonoscopy should follow.
