The manager of a love store argued that times had changed and he asked city councillors to waive the store's charter, which required adult businesses to be at a certain distance.

But the city's charter stipulates that sex shops cannot be within 400 of other types of adult businesses, and there is a massage shop on the street of 2271 Kingsway Dr.
About 180 metres away.
This regulation is intended to prevent adult sex shops or strip clubs from gathering in any part of the city.
Bylaw's staff also declined the application because the site was not designated as an area allowing adult businesses, although the city's planners were considering a change in 2018, as part of the city's reform of the district.
Reiber said his company has become accustomed to the time and cost of approving work through planning, adding that the site is ideal because it is large and not near the school.
This love store for sex toys, underwear and adult movies already runs a store in kidina, north of Victoria Street, and also in Cambridge and Waterloo.
If approved, he said, the Kingsway store is likely to employ up to five people, covering an area of 7,000 to 10,000 square feet.
"Why not when you have a business that wants people to work? " he said. Coun.
Scott David, who advocated permission, noted that city bylaw staff had never had any problems with the business.
"I have never been a big fan of government moral rulings," he said . ".
