The Royal Commission for Youth Justice heard that prison guards in the northern region allegedly sexually harassed and physically attacked detained girls and boys but still kept their jobs.
A former NT youth detention agent general manager told the investigation that on 2008, a complaint was made that a male guard had flirted with a female detainee saying that she was "legal ", or the age of consent to sex.
John Fattore said that Alice Springs officials also made many inappropriate comments about the size of a boy's genitals, saying he was "hanged ".
Mr. Fattore indicated on 2009 that the guards were warned about the separate entry of female detainees into the cell and their physical features.
But only after he was charged with sexual harassment of a female staff member did internal investigations begin.
On 2012, an NT female youth prison official complained that another guard discussed sex toys with young criminals and once told a detainee that "you just want to touch my dick ". You're gay.
"During this time a prisoner was on a mission when the youth justice officer said:" Great, no pants now.
"In an email, the guard said that her colleagues often worked with former prisoner Dylan Waller to make nasty comments about her, and that the guard weakened her authority while trying to discipline the boy.
After the apology, the man was officially warned that he was not the only one who had spoken improperly in front of the detainees.
The investigation heard that a guard at the tangdale detention center filed 18 complaints against him between 2002 and 2006.
In 2008, he was also disciplined for posting inappropriate comments on former detainees online.
The senior management transferred the guard from the children to the canteen.
"But at 2009 he returned to the center as a loose cannon. . .
Peter Callaghan SC, counsel for the Assistance Committee, asked: "What the hell is going on with this . ".
"I believe management must have made a decision somewhere that should have happened," Fattore said on Tuesday . ".
He was referring to former correctional commissioner Ken midbrook, who resigned after approving the separate imprisonment of juvenile tear gas that triggered the investigation.
Trevor Hansen, the former Don Dell shift supervisor, also stood up, denying that he had threatened a girl who was considered AN, saying, "Take your clothes off or I'll take them off.
"No, I don't remember saying that. . .
Yes, I may.
"There are times when I have been sworn in," Mr Hansen said . ".
Mr. Hansen also denied Ann's allegation that he picked her up with her shorts and bra straps during the "wedding. Co-
Commissioner Margaret White questioned why, despite the fact that Mr. Hansen was stopped in training, he continued to use what he called a "one-person escort" technique.
Also on Tuesday, White MS said that some young people wishing to share their stories were intimidated during their detention and detention.
"It is a crime to intimidate, threaten or otherwise prevent a person from giving evidence," she said . " She added that the punishment for these crimes was imprisonment for up to five years.
