International trade minister Mark Garnier admitted he had asked a former assistant to buy sex toys but was approved after investigation.
A statement issued by Downing Street said there was no "evidence" that his actions "violated the expected standard of conduct ".
The investigation concluded that neither side raised an objection to the facts, but that "there is a big difference in interpretation ".
"The staff of Mr. Garnier's office are saddened by what happened," said the 10 th.
